Waste Pickers Welfare Foundation (WWF) is a national-level voluntary organization dedicated to improving the lives of waste pickers and their families. Founded in 2014, we work towards creating an equitable society where children, women, and marginalized communities can live with self-esteem and dignity.
Our organization is registered under the Trust Act 1860 with Registration Number 1690, dated 26 May 2014, from the Sub Registrar Shahadara, Delhi.
Informal work began in Delhi NCR when a group of dedicated social workers and professionals started reaching out to waste picker communities in Bhowapur, Ghaziabad, and surrounding areas. They conducted surveys and community meetings to understand the challenges faced by these marginalized families—lack of access to healthcare, no education for children, social stigma, and no government support.
Initial work started in Bhowapur waste picker community—a slum with around 800 households of waste pickers, migrant workers, and daily wage laborers near Radison Blu Hotel, Kaushambi. The team focused on basic needs assessment, rights awareness, and connecting families to available government schemes.
Waste Pickers Welfare Foundation was formally registered as a Trust under the Trust Registration Act 1860 with Registration No. 1690. This formal recognition allowed the organization to expand its programs, apply for government approvals, and receive tax-exempt donations. The first Community Learning Centre was established in Bhowapur.
After sustained advocacy, an Anganwadi center was established to provide early childhood education and nutrition. The organization also started monthly health camps in partnership with Max Foundation and CII. Vocational training programs for women were initiated, focusing on stitching and tailoring.
During the pandemic, WWF played a crucial role in supporting waste picker families with dry ration kits (distributed to 9,647 families), health hygiene kits (5,214 families), winter kits (6,145 families), and sanitary pads (9,620). We also facilitated COVID-19 vaccination for 2,854 community members.
Working in 6+ communities across Delhi NCR (Bhowapur, Ghaziabad, Kaushambi, Sehani, Bhopura, Dundahera, Arjun Camp, Aya Nagar, Sunder Nagri), impacting thousands of families annually through education, healthcare, women empowerment, and skill development programs.

Late Shri Bali Charan was born in 1969 in Gorakhpur, Uttar Pradesh. From his student days, he showed a keen interest in social activism and community service.
Before founding WWF, Bali Charan worked with CRY Foundation (Child Relief and You) for 6 years, gaining invaluable experience in child rights advocacy, community development, and grassroots organizing.
In 2014, deeply moved by the plight of waste pickers in Delhi NCR, Bali Charan established the Waste Pickers Welfare Foundation. His vision was simple yet profound: to create an equitable society where every person, regardless of their occupation, can live with dignity and self-respect.
Bali Charan's vision continues to guide our work today. His belief that "every waste picker deserves dignity, every child deserves education, and every woman deserves empowerment" remains the cornerstone of all our programs.
